Meet our Principals
Paul Hoskin founded Hoskin Engineering Consultants, Inc. in 1995. The company began
with a focus on hydrology and master drainage planning. When Tom Ryan
joined as a company principal in 2000, the company expanded its expertise
into a full-service engineering and land-planning firm. Today the
company is known as Hoskin·Ryan Consultants, Inc.
Tom and Paul have worked together for over 16 years and have formed
a strong personal and professional relationship. The teamwork and
cooperation of this partnership has allowed them to efficiently and
effectively design and build many valley landmarks.
Paul W.R. Hoskin, P.E.
Paul Hoskin is a registered professional engineer and has over 20 years
of civil engineering experience working with both private
developers and public agencies. Paul received his B.S. in
Civil Engineering from the University of Salford, England
and a M. S. in Civil Engineering with an emphasis in Water
Resources from Arizona State University.
He has completed a wide range of engineering projects with
particular emphasis on property investigation, site plan development,
site master planning, grading plan preparation, hydrologic
and hydraulic modeling and studies, and design of drainage
and flood control facilities.
Paul has worked directly with FEMA in the preparation of
flood insurance studies and has been involved in floodplain
delineation studies, Letter of Map Revision (LOMR), and Letter
of Map Amendment (LOMA) requests for public and private projects.
Thomas B. Ryan
Thomas Ryan has
over 18 years of experience within the Phoenix metro area. He
has a B.S. in Mining Reclamation from the University of Wisconsin,
Platteville.
His experience is comprehensive and extensive in the field
of land development. Tom’s experience ranges from numerous
large master planned communities to individual subdivision
design and his special expertise in hillside development is
seen in some of Arizona’s most pristine desert communities.
He recognizes the importance of solving complex planning
and engineering issues in a cost effective method. Tom creates
places where people live, work, and play -- places where the
required infrastructure is seldom appreciated but is foremost
in importance. Roads, drainage, and lot design are essential
to create maximum value and a sense of place.
